A |     (ECNS) -- A breakfast shop owner in Hefei, Anhui Province, quietly slipped 100 yuan ($15) and two cups of soy milk into a food delivery order Monday after learning it was for a child undergoing chemotherapy. The act quickly went viral, inspiring pay-it-forward orders and nationwide support.    The order note requested an egg pancake “half without chili, half mildly spicy” for the four-year-old, who is receiving maintenance therapy for leukemia. Shop owner Wang Xianhuang, 33, confirmed the request, then added the cash gift — equal to the profit from 25 pancakes — before sending the meal.    Wang, 33, had opened the breakfast shop less than a month earlier. He said he wanted to help after thinking about the financial and emotional pressure on families caring for children undergoing chemotherapy. The cash gift was roughly equal to the profit from 25 of his low-priced egg pancakes.    After the story spread online, Wang’s revenue doubled the next day and customer traffic nearly tripled. Some patrons asked that meals be given to delivery riders or sanitation workers instead. Wang later shut down some delivery channels to manage demand, refused donations and pledged to return anonymous transfers, saying he would use part of his profits to support workers in his community.    (By Intern Yang Hongran, Zhang Dongfang)                    。    近日，浙江宁波。2022年，王某得知直播间刷流量“助阵”非常赚钱后，向长沙某科技公司购买了大量手机、路由器、交换机等网络设备、翻墙工具和“云控软件”，在鄞州区多地设立群控机房，雇佣杨某某等人操作系统。一旦接到增加虚假人气的订单，王某就利用操控软件让机房里的大量手机进入直播间关注、点赞、评论等，原本只有个位数的人气立刻暴涨，顺势吸引更多“野生”流量，最后再按照进入直播间的时间和手机数量结算非法获利。　　据王某交代，一台手机每天收费6.65元，其两个工作室加起来差不多有4600台手机，在2022年11月至2023年3月收入近300万。　　经查，这些操控手机所登录的短视频平台直播间账号均系王某从他人处批量购买所得，未经过直播平台实名认证为虚假账号，但及时被平台查封，只要重新注册就能卷土重来。　　目前，该系列案共有17人进入检察院审查起诉阶段，其中10人已获得法院有罪判决。王某被检方提起公诉后，最终以非法经营罪被判处有期徒刑1年3个月，缓刑1年6个月，并处罚金5万元。　　非法经营罪，是指未经许可经营专营、专卖物品或其他限制买卖的物品，买卖进出口许可证、进出口原产地证明以及其他法律、行政法规规定的经营许可证或者批准文件，以及从事其他非法经营活动，扰乱市场秩序，情节严重的行为。本罪在主观方面由故意构成，并且具有谋取非法利润的目的，这是本罪在主观方面应具有的两个主要内容。如果行为人没有以谋取非法利润为目的，而是由于不懂法律、法规，买卖经营许可证的，不应当以本罪论处，应当由主管部门对其追究行政责任。　　（中国小康网综合@九派新闻、楚雄州公安局）。
